There are four main steps to paving a road:

Leveling course - sometimes called a scratch course, is designed to fill in the low spots on the pavement surface

Adjust manholes - manholes and valves are raised to the same level as the new pavement

Tack - A tack coat is then applied to hold the pavement to make the new pavement stick, which happens prior to paving

Paving - A second layer of asphalt is applied to make the pavement level with the gutter.

After paving is complete, landscaping is often done.
